Obvious re-stamp in my opinion. My '69 Atlanta block has the vin stamped down by the oil filter.

Looks like part of the original stamp is still there. When they decked the block it didn't take off all of the original stamp.

My big question is why would you deck a block and not clean or do any other machining??
