Guessing something broke here. That LR tire and wheel is WAAAAAY to far forward.

No, it is just a side effect of putting the new Camaro body on the existing chassis and needing the get the roll bar to clear the back window. They made a big notch ahead of the wheel opening for the tire to clear.
