Default 1969 Z/28 Ignition Shields

My left side ignition shields are in two pieces held together by a #8 x 1/4" screw. Were the two brackets that attach to the engine installed when the engine was painted? Therefore were the two brackets painted engine color?

Now that I have that question answered, do all the bolts that attach the ignition shields to the engine block have star washers?
