Default overflow tank

Hello-
i am used to east coast cars just running the overflow to the ground. Is this overflow tank a factory setup, as i have seen on a couple CA cars but not sure if original.
Thanks,
Chris

You can make that topper look more real, what does the red eye mean?
Looks like someone put the hose in the top, what that other hose on the jug do?

That looks like a typical a/m overflow bracket. I can't say for sure though.

The other hose would be a vent.

'R' series batteries had red 'eyes', 'Y' series had yellow.
