Default Genuine USA-1 plate or not?

Anyone have any insight to whether this is a Chevrolet/GM promo item, or did it come from someone else? Lettering at bottom says SEE AMERICA FIRST.

It's a vintage novelty plate...Notice it doesn't say,"America's".

Reason I asked, I remember an old thread (lost the link when my old computer crashed years ago) where Rick listed all the different USA1 plate differences, and I'm sure there was a reference to one plate variety that said America, not America's. Figured it was better to ask now than to be sorry later.
