The car came factory equipped with VOE. It is on the PHS and build sheet. Based on the build date it may have been one of the last cars equipped with the VOE option.
The GTO brought good money but not astronomical or an unrealistic price. As many have posted, there are Chevelle's that have little documentation or rare options that bring that amount or more. For every GTO built it '70, Chevrolet built 2 Chevelle SS's.....Who knows how many more 1970 Chevelle SS's have been built in the last 30 years....
