Default Vintage Shell Gasoline Emergency Box

I know there are some gas and oil guys here. A local guy found this in a basement clean out and asked me if it has any value. He believes it is 1960’s vintage. He said it was in the box but the box was toast to he tossed it Can anyone tell me if this has any value?

Must be for a Shell refinery or chemical plant or something of the sort Can't imagine that for individual gas stations. I'm sure it will be of value to someone into collecting Shell Oil memorabilia. Looks to be in pristine condition.
