My bad! I misread the article. The car is brand new and built by Fiat, Garage Italia and Pininfarina as a tribute to the original 1958 Fiat Jolly

I strongly doubt there are any taxes (to speak of) paid to NY State for a tiny undeveloped piece of land in the middle of a lake.
