It IS California...
Personally, when I see a price of $1.49, my brain automatically sees it as $1.50. The 9999 at the end doesn't mean anything. After all, there will be tax and it will still be more then $1.50 anyway. It is silly that they do that, why not just make it $1.50 and be done with the games. It's not like they are making a lot of money on this. If they sell 10,000 items a day for that additional .01, at the end of the day, they only got another $100.
