No idea if this is your car but prior to 1985 since that is when I sold my 66 l-72 biscayne to get married DAAAAAAA( my guess would be 82 or 83) I street raced and weekend strip raced a lemans blue 69 Biscayne l-72 4spd quite a bit.The car was out of Ontario somewhere and the owner worked apparently up there for Atomic Energy of Canada prior to his transfer. It went by the name "Babe" the "Blue OX" but it could not beat the 66.If that is the car the motor and trans eventually found a new home in a Black 67 Camaro, banging off low 12's every run and the big car was eventually crushed.

Back in the mid 70's I remember talking to a guy in Toronto who had a '69 Biscayne or BelAir L72 car..
No idea on the color but I remember he was an Elvis impersonator-performer from T-O or nearby?.

Joe...you know I love big cars like you do but from what you've told me about your wife, the decision you made when you sent your '66 was really your best deal ever!.

I believe there is an original blue L72 69 Biscayne in Dorchester that came out of long term storage a year or two ago. Anyone in the London area know the car? I talked to the owner briefly and he said he knew of the car sitting in a garage in Dorchester for years and finally convinced the owner to sell.
