Can someone decipher this Firestone tire info for me? Thanks

Just wondering if this was 7th week of 66,76,86,or 96? Can the style and size of markings let me know what year?

Does the tire have DOT on it anywhere?

That is the later 11 digit DOT code pictured. As I understand it, earlier codes are only 8. Also FWIW, NCRS is not judging tire date codes as the information for Firestone and Uniroyal are incomplete.
