Default Tilt column 69 camaro

Was there a cover over the lock plate for tilt columns i know on the non tilt columns they had a metel plate held on wwith 3 small screws

Yes, but the screw pattern is way different and the two don't interchange. Tilt has the hold down screws very near the outer edge.
