My 1969 Nova SS 350 4-speed Has pressure in the tank every time I run it and it has a vented cap. Is that normal?

Normal. Cap lets air in not out.

It actually broke the seam in the top of the original tank and I do not want to harm the new one. What to do?

Iv,e never heard of the pressure build up causing a problem. Besides the needle and seat in the carb. would pop off if the pressure was excessive.
Gut an old cap and install a pressure gauge. Bet its less than a pound.
It may seem like more due to the volume.

My old 70 Nova used to hiss at you all the time when unscrewing the cap. I never did figure out why, but I guess it's normal?
