Default 1969 Chevelle accessory wiring help

need help identifying this accessory wire on my 1969 Chevelle SS convertible

the wire goes from the fuse box to a connector under the dash then into the engine compartment thru a hole located next to the wiper motor. Any help would be greatly appreciated .

Also - any recommendations for wire harness tape - need to rewrap my forward lamp harness and engine harness.

thanks
