Default 1969 LA car information needed

I know this is next to impossible, but just purchased a numbers matching Z28 and looking to find previous owners. According to the NCRS the car dealer was Davies Chevrolet in Glendora, California. Production date was 2/7/1969 124379L5216XX. I also filled out the California DMV form #70.
I do have a picture of the car with a California plate 994 VKZ blue with yellow letters with a June of 91 tag.

Any help would be appreciated!

And beautiful Camaro by the way. Honestly, is there any better '69 Camaro than a Z/28-Rally Sport in Lemans Blue?

Yup. A partial VIN will never show up in a search. And it's in the window at every cruise.....

california is very tough to get info. your best bet is use social media, maybe ad in local paper or hire a PI or Lawyer , they would have a better chance of getting private info from the state. Has anyone ever tried using FOIA to get DMV records?

1979 car craft street machine nationals west. Maybe a slim chance that the company that did that car show has registration records. Very, very long shot.
