I have my doubts it's 1972 and the last M22, as captioned. Probably 1974, Muncie, Indiana workers marking the last M21 to go into a Z28 before the Borg-Warner Super T-10 changeover?

Email that picture to Bruce Wright in Muncie Indiana and ask him. He used to work in that plant during this time, and stayed on there until he retired in the late 80's. He was a senior guy there and is likely in that picture? I just tried calling him but could not get through.
