Worth approaching the owner? I'm guessing they're not difficult to find but most SSs seem to have Rally wheels so I'm not used to seeing these on Chevys.

I don't think it's worth approaching the owner. Those were the standard SS cover on 65 Malibu SS and 66 Nova SS. They are fairly common. Unless the chrome is mint, there is not a ton of value.
