#1 is in The Brothers collection. Looks to be Fred Gibb on the left.
Judging by the '72' in the dealership window the photo was taken in 1972, when Jim Hayter owned it. May be him on the right.

Yes, that is Fred and Jim right after winning the AHRA points final and $1250 in Fremont California.

ZL-1 #1 was changed many times over the years
There are not a lot of good photos from 1969.
In 1970 it was re-painted - close to the 69 paint but the stripe was different
1971 was different paint also
ZL-1 #1 was one of the radical Harrell light weight Camaros with the fiberglass nose and many other mods
Ray Sullins and Herb Fox drove it in 1969 , Dick Harrell drove it on its first race
The guy who raced in in the 70s and 80s posted photos of it with blue paint.

Saw this in person amongst all the other 600 plus cars in the Brother's collection this past summer.

Funny little tid bit w this car is that Jim hayter had the lace taken off the car according to an interview w him and Ive seen pics of it later w/o the lace and a brighter red.
He also raced a 69 firebird before this car

#27 Had Quite a few Paint Schemes as Dick was Service Mgr at Alan Green Chev
and I believe his son painted in the body shop

Hayter was hired and moved to La Harpe for a year, He spent his time building the car, changing it, upgrading it from the fancy 1969 ZL1 show car that raced the previous years. At Hayter's request, the gold lace came off and the car was painted a bright red. Jim Hayter's name was painted across the back in large letters in place of Dick Harrell and Harrell's name was moved below using smaller lettering. Fred Gibb Chevrolet's name remained center stage on the car door

Given that there is some wording about "Nostalgia"-something under the Fred Gibb logo on the door in the picture you posted, I don't imagine that the picture is from 1969.
