From what I've seen, '73 was the first year it was available in the Nova. However, those columns will retrofit into the 69-72 models. When my '70 was restored, I opted to go with a tilt column and am glad I did.

Will a tilt column for a 69 Camaro fit in a 70 Nova? Especially the electrical connection? I have heard conflicting rumors.
