Filling a gas container "above the ground" as in the bed of a truck, in the back of a car etc.
That has always been my understanding, fill gas containers "on the ground". |

As I understood it; filling gas containers in the bed of a truck or the back of a car = do not do
Fill gas containers while they're placed on the ground near the pump = yes. |
