Not near the income level in the Midwest as the coasts back then. People wanted cheap transportation. My '62 SS was built in Janesville, closer to the money in the Windy City. I've noticed the same thing with LA built first gen Camaros. Many of them have more options than the Norwood cars. My LA built '67 has the fold down rear seat. It's a rather rare option to begin with, but I see very few of them on Norwood tags.
