I think the guy in the t-shirt saw where the person landed and ran over. Then turned around and ran away from what he saw. The others going to console him may support the theory that he found what was left of the inflator person.
There are hundreds of vids of people in Indian doing crazy dangerous stuff with little to no thought of safety.
I've owned trucks with split rim wheels and done many a repair/replacement of tires with no cage. A person just needs to respect what that wheel can do and take precautions.
