Default Stewart Warner 970 tach

I’m having trouble getting an nos Stewart Warner 970 pedestal tach & 990B transmitter to work. Light comes on (dim), but no response on the needle at all when the car is started. Transmitter wires are hooked up according to diagram.

Just hoping that someone solved a similar problem, or - worst case - is there any shop that services these old tachs?

I have Sun stuff(tach, oil pressure, coolant temp) they rebuilt for me. Not a single gauge they did is right. I’ve called and left messages several times. Never heard back. They suck.
