Why did the Cowl Induction option need EPA approval,did it ever get it,and what did this option consist of?

My guess would be it was to be part of the turbo package, thus EPA approval. My car, nor any of the others I have seen, have the cowl hood. Mine is a steel hood with the raised center section blacked out.
