For two of my cars that I didn't want to repaint but had some surface rust and dirt, I scrubbed with a fine steel wool pad and hot soapy water, dried and vaccumed completely, then protected with BoeShield T-9.

If the dirt and rust doesn't go through to bare metal, I would recommend this procedure.
