The place to start is the state DMV. I think this is the site:
Wisconsin DMV - Vehicle information request Each state is different in the types of information that they will give out. I've done title searches in Kentucky, Tennessee, and Illinois, and no two were the same in respect to the types of information retained, given out, etc.

We need the vin number and all the trim tag numbers, which is located off the tag on the upper left hand side of the firewall. That will get you started.
