When I was involved with the restoration of a Gibb ZL-1 many years ago the owner was able to meet with Fred and asked him that same question. He had tried to get them built with heater delete [C48]; not possible due to the new regs. The only 69 I have ever seen with C48 was a Z/28-RS sold new in Hawaii. The car was here in WI.
As for the other 19 non-Gibb ZL-1s some factory paperwork exists showing they did have a few options: # 3-style trim, radio 9737 #51-tinted glass, spoilers, wood wheel, rallys, style trim #54-radio, custom interior, gauges, console #55-RS, gauges, console, vinyl roof #57-spoilers, radio #59-chambered exhaust, radio, style trim #64-tinted glass, spoilers, wood wheel, radio, VE3 bumper, rallys #65-9737 #68-DX1, console, spoilers, N44 steering, Polyglas tires, gauges, radio, VE3 bumper, rally wheels, RS, sp int grp. At $7919.85 may have been the most expensive 1969 Chevrolet passenger car.
