My best experience has been using a thin coating of a blue permatex type of sealer on spotless, clean threads. This applies to old and new head bolts.
Also chase the threads in the block with a tap, to clean out any excess gunk which may have fallen from the disassembly process. Followed by a good blast from an air nozzle,for anything left in the bolt hole. Follow the tightening sequence, and torque steps, and you are good to go!
