Default Rear Subframe Bushing - paper type insulator?

One my orig 69Z, there is a paper type insulator/sleeve between the floor and the top of the rear subframe bushing.

2 questions:

1. What is this for and should this be replaced as part of the restoration process?
2. Is there a source for these?

Ed,
The "paper" is the tape that was applied over the two rear subframe bolt holes while the body was being tested for water leaks on the Fisher side. The tape was never removed after the tests and the subframe bolts pierced it during assembly on the Chevrolet side.
I believe it is a 2" black or dark masking tape.

I have some photos of some survivor ones.

James, thanks - i have some pics as well, but was not sure of the application.

Any paticular 2 inch black tape you have used for resto work?

"Heartbeat city" sells the tape, and various restoration marking paints.

Thought I'd seen pics somewhere showing how top rubber bushing was taped to subframe, prior to body being bolted on.

Now I read where tape was on floor of body for a water test ??????
