Yep...I remember seeing this movie as a kid,it wasn't as good as Vanishing Point released a year earlier.
You could see why this was an overseas release.

That was filmed in New Orleans, the levee scene's along the Mississippi River and the last part at the Lakefront.

I wonder how many they trashed filming that? More than 2! I love the wheel cover flying off the front of one of the pursuit police cars and rolling by.
