Did someone swap the spring perches?

Yes, it looks like the spring perches are the 1967-72 style. You would just have to use the later style springs.

OK. I didn't know if they had been swapped or if this was something that I hadn't seen before on a '66.

It looks completely factory so at first I thought this was a 67 rear until I decoded it. I do have another “nothing special” 1964-66 10 bolt I can include at asking price (has the correct bolt in spring perches) if anyone wants to put this back to original.

No need to change springs. The lower end of the '66 is the same as '67-'72. It's the upper end that is the open style.
