Default Slow Mail in California

Departuring Bakersfield to be exact.
Are any of you out that way experiencing this now?
I am waiting for a letter now for 4 weeks & was told it was due to the Flash flooding and Mudslides.
They can't get direct routes in or out.
Is this true,or am I being shined on?
