Default Engine stop lift bracket - what gives?

This was purchased about two months ago. Finally got around to test fitting it today. Bracket itself is fine and lines up with the manifold just right. However, the length of the one chain is not even close, even with the fat washers behind the bracket at the bolt holes. Seems this chain should be about 5 3/4" rather than 5". This is for a 69 Chevelle BB.

Were there various lengths of these chains for different applications? Wonder if this chain got swapped out at some point over the years.

Any help would be appreciated. Thanks.
